Introduction of Shenzhen Construction Waste Recycling Association

1. Formation of the Association

The association is composed of enterprises and public institutions with entire industrial chain, colleges and universities, scientific research institutions, social organizations, other institutions and legal person in professional non-profit social organizations voluntarily formed by individually-owned businesses, which are committed to promoting a green and low-carbon circular economy, energy saving and emission reduction, taking a leading role in construction units, planning, design, construction, factories to realize integrated utilization of construction waste, transfer facilities, trading in construction materials, disposal equipment of construction waste, environment-related business and so on, with the aim of production and application of renewable construction materials.

2. Supervision and Guidance Department

The registration authority of this association is Shenzhen Civil Affairs Bureau, the guiding unit is relevant functional departments of People's Government of Guangdong Province. The association accepts the supervision, management and guidance of the registration authority, guiding units and other administrative departments of the industry within the scope of their statutory function and power.

3. Business Scope

The scope of the association includes disposal technology system of construction waste and policy research; provide professional services and scientific research cooperation with the government or the society; organize scientific research activities and formulate standards; provide information and training; encourage self-regulation of the industry; promote products of recycled construction materials; develop appraisal, and certification services of products and technologies; provide technical consultancy; organize academic exchanges and investigations; hold professional symposiums and exhibitions; edit and publish academic journals; advance commercialization of academic achievements, etc.

4. Establishment and Development

Shenzhen Construction Waste Recycling Association was officially established on November 22, 2018 and experienced leadership changes ahead of schedule on August 29, 2021.

Currently, there are 102 member units, with the chairman unit as Shenzhen SEZ Construction Group CO., LTD.  which encompasses full range of industrial chain in the field of construction.

5. Positioning

(1) Functions: Assist government departments to gather power of all kinds in the entire industry chain, jointly improve the way that construction waste is dealt with, and serve as a bridge between the government and enterprise so as to promote development of the industry.            

(2) Strategy: on the basis of waste recycling, gradually realize the high-end products of eco-friendly construction materials; closely integrate with the principle of 'green construction', devote to reduction of carbon emission of the areas where construction industry locates.

(3) Aims: to implement reduction and classification of waste source in the field of construction waste disposal; work out measures to suit local conditions, make the best of materials; save energy and reduce emissions; employ green building materials and implement green construction; carry out research of green development ; innovate mode of green development ; give full play to intrinsic strengths of recycling construction waste, further the overall carbon emission reduction of the industry chain of construction waste disposal.

6. Long-term Blueprint

Promote culture of environment protection within the industry and create IP for recycled construction materials.

Method 1: Highlight the corporate style and culture orientation through exclusive cultural and creative products of recycled construction materials of the company in order to shape a high-end image in the industry

Method 2: Generate new cultural products and industry of construction waste recycling through large public structure artworks, large green waste-free demonstrative zones with all elements, art exhibitions of interior decoration.

Method 3: Encourage positive culture and fashion of environment protection in the industry through exchanges and interactions among member units by displaying their cultural and creative products of recycled construction materials.

(2) Participate in and gradually provide CCUS and CCER services.

Method 1: Create an atmosphere for the application of products of recycled construction waste  in the entire industrial chain of the construction industry.  The best shortcut to reduce carbon emission is to recycle construction waste, which can offset carbon emission quotas and even trade carbon equivalents.  

Method 2: Introduce foreign experts of the same trade, draw lessons from the international advanced CCUS technology and CCER certification system standards, models, and databases, combine with actual conditions in China to compile relevant standards and establish own database and improve the certification system.  

(3) Promote business cooperation within the industry through the association, form a joint effort to expand the projects of construction waste recycling in surrounding areas and other provinces and cities, drive the mode of construction waste industry of Shenzhen also to thrive and bloom in different places.

(4) Establish cooperation among demonstration bases, training bases and colleges and universities in light of construction waste recycling  and run schools together, devote to fostering talents specialized in the aspects of techniques, commercialization operation, carbon emission and technology of negative carbon emission etc.

(5) Form a database of recycled construction materials and green construction materials, launch crowdfunding to build an intelligent library of green construction materials, online workshops for teaching how to recycle materials in an eco-friendly fashion,   provide solutions for planning, design, and IT operations management, lead to collection sale of recycled construction materials and green construction materials via Plateau Effect.
